Preliminary conference on civil judgment enforcement activity in the first 6 months of 2017
Ministry of Justice has just held an online conference on civil judgment enforcement activity in the first 6 months of 2017. Deputy Minister of Justice Tran Tien Dung and Mr. Hoang Sy Thanh, Director-General of General Department of Civil Judgment Enforcement co-chaired the Preliminary Conference.
In the first 6 months of 2017 (from 1 October 2016 to 31 March 2017), the work of civil judgment enforcement has been implemented in synchronized and comprehensive manner, reaching some outstanding results. Civil judgment enforcement agencies nationwide had to execute 578,515 cases, in which 435,752 had condition to enforce, with the rate of 75.32 per cent. Accordingly, civil judgment enforcement agencies completely executed 225,116 cases, with the rate of 51.66 per cent. In addition, the task of professional guide and direction was also a good one. The civil judgment enforcement system has also paid much more attention to applying information technology and administration reform.
Besides the positive results, some backlogs and problems of this activity still remained in the first 6 months of 2017. Accordingly, there have been a huge number of cases, which had full condition to execute but have not been finished. What is more, in some cases, the task of professional guide especially to complicated cases has not ensured the time limit.
Discussing at the Conference, provincial level civil judgment enforcement agencies agreed with the report of the MOJ on results of in civil judgment enforcement in the 6 months of 2017 and expressed their determination to overcome all difficulties to achieve the targets in 2017. Sharing experience on judgment enforcement organizing, Director of Can Tho Civil Judgment Enforcement Agency Nguyen Viet Xuan said that it is very necessary to determine priority cases and areas. Accordingly, the agency can concentrate all resources to reach results of the selected work. What is more, enhancing disciplinary and discipline, improving the quality of officials and enhancing the application of information technology are key solution to lift this activity’s results to a higher level, he added.
Congratulations to the achievements of civil judgment enforcement activity in the first 6 months of 2017, Vice Chairman of the Justice Committee of the National Assembly Nguyen Cong Hong said that this is the result of the comprehensive, timely, drastic and effective guidance of the leadership of the General Department and leaders of the Ministry during the past time. Mr. Nguyen Cong Hong also pointed out some issues to be noted in civil judgment enforcement work in the coming time such as improving quality of verification; tightening discipline and strengthen inspection throughout the system. Moreover, the work of settling complaints and denunciations also needs to be focused to deal with long lasting and complicated cases.
Praising the efforts of the entire system and the positive results of civil judgment enforcement activity in the first 6 months of 2017, Deputy Minister of Justice Tran Tien Dung asked civil judgment enforcement agencies continue to closely follow the direction of the leadership of the Party and the State, and the leadership of the Ministry of Justice and professional guidelines of the General Department of Civil Judgment Enforcement. Deploying all solutions to accomplish and exceed the target of year. In particular, more attention should be paid to bank credit and corruption cases. In addition, the application of information technology should be promoted to enhance the quality of the work and overcome the shortcomings listed. The system should continue focusing on improving the institutions related to judgment enforcement activities and creating unify and synchronized legal framework for this activity, he added.
The Deputy Minister also asked the leaders of the General Department and units of the General Department to continue to implement the slogan of "towards the grassroots level" through activities of inspection, supervision, and coordination with local committees and relevant agencies.
